San Bernadino sits on the eastern side of Lake Ypacarai just 40 minutes from Asunción on a good sealed road but a world away from the crowds and bustle of the capital. Founded by Germans in the 1880s it’s a safe place and is generously laid out with wide streets and elegant villas overlooking the lake. Asuncenios come here in droves in the summer to swap the heat of the city for water sports and for a few months the population swells. For the rest of the year, the pace of life is relaxed. With a population of 24,000, San Bernadino is slowly growing as an up-market destination for wealthier Paraguayans and expatriate retirees.
